State finance commision and their team members

The tasks assigned to the Commission could not have been completed without the support and encouragement of innumerable individuals. We thank them all most sincerely for their contributions in enabling us to bring the assignment to completion. Our special thanks must go to all those who sent in Memorandums, traveled many miles to participate in the Hearings in the districts, and joined at the informal consultations.

Some persons must, however, be individually thanked. Among the officers of the State Government of Uttaranchal, Shri Madhukar Gupta, Chief Secretary and Shri Indu Kumar Pande, Principle Secretary Finance deserves special thanks for their cooperation. All the District Magistrates, and their colleagues, without whom the insight into the ground reality could not have been acquired, deserve our sincere thanks. The Directors of Local Bodies and of Panchayats worked really hard to mobilize their field teams to achieve the high degree of response to our questionnaires, and also given us the benefit of their expertise. Dr. Rakesh Goel, the State Informatics Officer, took pains to prepare programmes and to process a good part of our data; the CDO Pauri and NIC Team of the district for their memorandum on a Computerized Monitoring System.

Our study visit to Himachal Pradesh stimulated fresh thinking, and for bringing this about our colleagues in Shimla, Solan and Parwanoo are to be profoundly thanked, especially the facilitators Shri Abhay Pant and Smt. Mridula Sharma.

Among the institutions, which took initiative to part us technical information, we would like to thankfully mention the National Institute of Rural Development, Hyderabad; National Institute of Urban Affairs and the Institute of social science, in New Delhi; We would particularly wish to thank Shri. Wajahat Habibullah, Director of the Lal Bahadur Shastri National Academy of Administration Mussoorie and his colleagues, as well as Prof. O.P.Mathur of the National Institute of Public Finance and Policy, New Delhi, for enabling us to organize crucial consultations at their respective institutions.

I would like to highlight you one thing that the first improvement i hv seen that every of the Govt employee in Uttaranchal is now very punctual and very well in time for office either he is in Dehradun or in haridwar or in roorkee.

their is a clear instructions from Higher athorities about punctuality.

Then tourism, law and order there is a sign of improvement in every case.

hope this will continue further

Sir, first of all -10 karma for that person who told my name to you.
-5 for u for to put my name here

any ways Mr. Khanduri is very active in daily works and a very energetic person as he is a obidient army person

i remember one incident about his punctuality

kotdwar se thoda pehle apko shayad pata hoga nadi main pul nahi tha .
vo bhi khanduri ki ke central govt ke karyakal main bana hai

uske innaugration ke liye khanduri ji as usual timely aye shuah 7:am ka time tha. pandit ji 7:15 main aye to pata chala khanduri ji pehle hi aa chuke hai

jaldi jaldi puja shuru hui aur saare log der der main pahunche

khanduri ji ka experience dekhiye unhone kisi ko kuch nahi kaha puja khatam hone per laddo bante aur chale gaye

uske baad to bade se bada admi bhi unke aane se pehle he aa jata tha

this is how he normaly handles situation
