पंतनगर में खुलेगी एनसीसी की एयर स्क्वाड्रन

देहरादून। वायु सेना में शामिल हो देश की सुरक्षा का सपना देखने वाले अब सूबे में ही इसकी बेसिक जानकारियां हासिल कर पाएंगे। नेशनल कैडेट कोर (एनसीसी) शीघ्र ही प्रदेश में एक एयर स्क्वाड्रन की स्थापना करेगी। एनसीसी के डिप्टी डीजी ब्रिगेडियर आरके कौशल ने बताया कि जल्द ही पंतनगर में यह स्क्वाड्रन शुरू कर दी जाएगी। लक्ष्मी रोड स्थित एनसीसी ग‌र्ल्स बटालियन का निरीक्षण करने आए ब्रिगेडियर कौशल ने पत्रकारों से बातचीत में कहा कि वर्तमान में सूबे में वायु सेना से संबंधित कोई ट्रेनिंग नहीं दी जा रही है। ऐसे में इस क्षेत्र में जाने वाले छात्रों को परेशानी का सामना करना पड़ता है। पंतनगर में यह स्क्वाड्रन स्थापित होते ही छात्रों को काफी मदद मिलेगी। उन्होंने बताया कि अभी क्षेत्र में रनवे के लिए उपयुक्त जगह देखी जा रही है। जगह मिलते ही स्क्वाड्रन स्थापित करने की कार्रवाई शुरू कर दी जाएगी। ब्रिगेडियर कौशल ने बताया कि 25 अगस्त को एनसीसी कैडेट राजधानी में यातायात व्यवस्था संभालेंगे। इसका अच्छा रिस्पांस मिलने पर इसे तीन दिन अथवा एक सप्ताह तक बढ़ाया जा सकता है। उन्होंने बताया कि वर्तमान में पूरे देश में एनसीसी कैडेट्स की संख्या 13 लाख है। इनकी संख्या दो लाख और बढ़ाने का प्रस्ताव केंद्र के पास विचाराधीन है। उन्होंने कहा कि केंद्र से अनुमति मिलने के बाद सूबे में भी कैडेट्स की संख्या बढ़ जाएगी। उन्होंने बताया कि एनसीसी ने कैडेट्स की सहायता के लिए काउंिसलिंग सेल भी खोला है।

Reliance Fresh to launch in Uttar Pradesh, Uttarakhand

LUCKNOW: Hoping to usher in a socio-economic revolution in Uttar Pradesh and Uttarakhand, Mukesh Ambani-led Reliance Industries Ltd (RIL) is all set to create at least 500,000 jobs through its jumbo Rs 80 billion investment in its agri-food retail network to be launched Tuesday in the two north Indian states.

"We propose to commence our retail business under the Reliance Fresh brand name in seven major cities of Uttar Pradesh and one in Uttarakhand on the eve of the Independence Day when we launch the first phase of our jumbo operation," a top executive of Reliance Retail told IANS here.

"By the end of 2010, we hope to spread our network across each of the 70 districts of Uttar Pradesh and at least five districts of Uttarakhand, where the total investment would go up to Rs 8,000 crore (Rs 80 billion) over the period," he added.

Reliance Fresh has already opened its outlets in New Delhi and Hyderabad. RIL says it will invest Rs 250 billion over the next five years in the retail business across the country and is eyeing 4,000 outlets in different cities.

The latest venture is regarded as the largest single operation by any industrial house in the state. The first phase to be launched Aug 14 will include Lucknow, Kanpur, Varanasi, Allahabad, Bareilly, Meerut and Agra in Uttar Pradesh and Dehradun in Uttarakhand.

Clearly, Uttar Pradesh alone would form the biggest retail operation for Reliance in the country. The initiative drew much appreciation at a three-day international conference on 'Agri-Business and Food Industry in Developing Countries' that concluded Sunday at the Indian Institute of Management (IIM) here.

While bulk of the employment would be directly under Reliance Retail, the gigantic operation would also throw open multiple avenues for indirect employment.

"Poised to usher a new paradigm in rural areas, the agri-business vision of Reliance Retail is to build infrastructure for efficiency, value addition, logistics and market access to improve farm incomes, create an efficient market place for the true price discovery of farm produce, drive major initiatives to bring the best technology and thereby bring about drastic improvements in farm practices," a company statement said.

According to the statement, four types of retail outlets are in the process of being set up in urban and semi-urban areas of Uttar Pradesh. These include as many as 225 Reliance Fresh stores, 12 hypermarkets, eight speciality stores and 68 Reliance Town Centres.

Each Reliance Fresh store would be spread over 4,500 sq ft and would serve as the neighbourhood convenience store offering fruits and vegetables, staple foods, dairy and FMCG (fast moving consumer goods) products.

The hypermarkets would be spread over an area of 150,000 sq ft and sell apparel, consumer durables, IT and lifestyle products, and home furnishings besides all the goods available in Reliance Fresh stores.

Specialty stores would have add-ons like jewellery, books, music and footwear and would be located only in the bigger cities.

Reliance Town Centres would be in the nature of modern multiplexes comprising all segments of the hypermarkets, with the addition of food courts, fuel stations, auto repair facilities, banks and ATMs.

Community facilities including a health centre and pharmacy, and a vocational training centre to assist youth in tapping employment avenues would also be provided at these centres.

Sixty-eight Town Centres, each spread over 130,000 sq ft would be in place in most of the 70 district headquarters of Uttar Pradesh by the end of next year.

The company is confident of sustaining its network of multiplexes in semi-urban towns.

"Our objective is to give small-town shoppers the experience of a metropolis at their very doorstep. They need not trudge all the way to a select few cities for a first-hand experience of a modern urban economy," a senior executive of the company observed.

"We wish to provide a world-class shopping environment and efficient customer service, and that too at the lowest benchmark prices, in all towns with a population of more than 100,000," he added.

10 pc drop in elephant population in Uttarakhand

Dehradun, Aug. 13 (PTI): After the decline in the tiger population, Uttarakhand has now reported a sharp drop of 10 per cent in the number of elephants, mainly tuskers, in the state.

The latest census report of 2005-07 has revealed that the number has come down to 1,346 from 1,510 recorded two years ago. The population of elephants stood at 1,582 in 2003 which clearly indicates that the situation has worsened during the past four years.

But the Uttarakhand Wildlife Department, which conducted the census, is not worried over the report and says there were hardly any incident of poaching.

"There is no cause for concern as of now. But we are very alert as far as elephants are concerned," said S K Chandola, Chief Wildlife Warden of Uttarakhand.

Uttarakhand has two national parks--Rajaji and Corbett- and six wildlife sanctuaries. The tiger population in the state has declined from 251 in 2001 to 241 in 2005 as per the last census.

The census report on elephants, presented to the state government, has said that Haridwar Forest Division is the worst affected area where nearly 100 elephants have gone missing.

Top forest officials fear that some of the elephants have met with accidents like electrocution while others could have migrated to neighbouring states Uttar Pradesh and Himachal Pradesh.

The report said nearly 45 elephants died due to various reasons including accidents out of which 28 were tuskers.

Nearly 119 elephants have also been reported missing in the state with wildlife officials saying they have no knowledge about their whereabouts.

Sixteen elephants died in Corbett National Park which had earlier reported a healthy sex ratio among the pachyderms.

Significantly, train accidents involving elephants have not been reported for the past five years following various measures taken by the railway authorities and the forest department.

Bill to stop non-agriculture use of farm lands

DEHRADUN: The Uttarakhand government will soon bring a legislation to prevent non-agriculture activities on farm lands.

"The government is drafting a bill in this regard," Agriculture Minister Trivendra Singh Rawat told reporters here on Sunday.

The legislation might include a provision to acquire all agriculture land left abandoned by owners, the Minister said.

"The bill will spell out government's agriculture policy. The legislation will also ascertain whether farm lands can be provided for SEZs and other industrial purposes," Rawat said.

"Our main aim is to protect the agriculture land which is falling in the hands of land mafia and builders," he said.

The Minister said latest figures showed that the land use pattern of nearly 24,000 hectares of agriculture land had changed during the past seven years

CENTRAL GRANTS TO UTTRAKHAND UNDER ARWSP

The Ministry of Rural Development has released an amount of Rs. 29.76 crore to the State Government of Uttrakhand towards balance of first instalment of funds against the provisional allocation of Rs. 89.30 crore made for the Government of Uttrakhand under Accelerated Rural Water Supply Programme (Normal) of Rajiv Gandhi National Drinking Water Mission, during the year 2007-08.

Up to 15 per cent of funds released under this sanction may be utilized for Operation & Maintenance and up to 5 per cent of funds may be spent for taking sustainability measures. States have been requested to delegate powers for management of Rural Water Supply Schemes through the Panchayati Raj Institutions (PRIs) as per the Constitution of India. As such Operation and Maintenance of the completed RWS Scheme should be transferred to the PRIs.

No expenditure shall be incurred on taking water quality problems form the present release, as there is a separate allocation for the purpose.

This release is being made for execution/completion of schemes to provide safe drinking water facilities to rural habitations and schools under the Centrally Sponsored ARWSP. Priorities set in ARWSP guidelines and through other instructions issued from time to time shall be followed for coverage of rural habitations and rural schools.

SC allows granting of NoC in Uttarakhand

NEW DELHI: The Supreme Court on Friday allowed the Uttarakhand government to grant no objection certificates (NOC) to the industry for setting up units in the state in accordance with environment laws.

A bench headed by Justice Arijit Pasayat directed the state Environmental Protection & Pollution Control Board to issues NOCs under various environment laws only after following due procedure.

Both industry and the state government had sought vacation of the stay order issued by the apex court on May 5 restraining authorities from giving any further NOCs.

They had also sought a direction to the Board to consider their applications for consent under Air (Prevention and Control of Pollution) Act 1981 and Water Act 1974 as they could not begin operations in view of the apex court's orders and the public notice issued by the pollution control board.

According to them, they had already invested huge capital for setting up industries in Uttrakhand and their applications were awaiting nod from different authorities.

"... the authorities are not in a position to dispose of the application which are virtually affecting the economy of Uttrakhand," the application filed by Kumaun Garhwal Chamber of Commerce & Industry stated.

These industries had a potential to create jobs for over 50,000 people in the state, "which is now being jeopardised since the units cannot start operating in the absence of the consents to be issued by the authorities", it said.

While taking note of industries violating environment norms, the apex court had passed the stay order in a case between the pollution control board and one C V S Negi.

Uttarakhand's BJP Govt, to promote 'gomutra'

Dehra Dun, Aug. 19 (PTI): Close on the heels of its ban on cow slaughter, the BJP Government in Uttarakhand is set to promote 'gomutra' or cow urine for use in ayurvedic medicines.

Due to the urine's reportedly unique properties, including the presence of anti-carcinogenic agents, the government will set up cooperative societies to collect gomutra that will be sold to yoga guru Baba Ramdev for use in his pharmacy, Animal Husbandry Minister Trivendra Singh Rawat said.

Ramdev evinced interest in buying the urine for his Haridwar-based Divya Yoga pharmacy that produces ayurvedic formulations using gomutra, said Rawat.

"The government has received a proposal from Ramdev and we are seriously considering it," he said.

Ramdev is ready to buy the urine at the rate of Rs five to Rs six a litre, sources said.

"I met Acharya Balkrishna, who is in-charge of Divya Yoga pharmacy, regarding the deal," Rawat told PTI.

Since cow urine does not decay for 10 to 15 days, the government is also thinking of setting up a urine bank.

A special awareness programme on cow urine will be launched in villages across the state, Rawat said.

Last month, the state government enacted a law banning cow slaughter. Violations of the law are punishable with prison terms ranging from three to 10 years and with fines of up to Rs 10,000

A target of 304 MW of hydro capacity addition was set by the State from Maneri Bhali Stage-II HE project in the State Sector during Tenth Five Year Plan. However, this target could not be achieved due to delay in completion of major civil works viz. head race tunnel, surge shaft, etc. of Maneri Bhali Stage-II HE Project.

The completion of civil works is being expedited and generating units are likely to be commissioned during the current year in December 2007, January, February and March, 2008 respectively.

This information was given by Union Power Minister Shri Sushilkumar Shinde in the Rajya Sabha today.
