Apparently there are many issues left open in these details. However I am concentrating on one issue at a time.

The administrator is de-facto member of mahapanchayat, as a representative of moderators and has 3 votes. The pradhan and up-pradhan are again board administrators (no. 1& 2) with 3& 2 votes respectivly. That means one of the administrator is having 6 votes and another one is having 2 votes. rest of all panchayat members have sum total of 5 votes total 13 votes. 2/3 of 13 votes is 9, that means pradhan & up-pradhan with one punch or pradhan with 3 punch can decide anything.

This is totally skewed........

In my opinion pradhan and up-pradhan ( who are board administrator also) should have 3 vote and 2 votes each and one of the punches (sar-panch, elected by punch among themselves) should also have 3 votes. In this way supremacy of elected representative ( 7 votes) shall remain over burocrates (5 votes), but no absolute power with elected representative.

Or may be one of the moderator (related to the board being discussed, or represetative on behalf of moderators, if more than one board is under discussion) may be taken in mahapanchayat with 1 vote. then parity will be 7+6 votes

After due consideration of the suggestion by Shanshahji,

This EC of YU amends the Election Process of YU as follows :

1. Ms. Pratibha Negiji who got the most no. of votes in the Elections be nominated as the Pradhan of the Mahapanchayat with three votes.

2. Gen. Beenu Kukreti be nominated Up-Pradhan with 2 votes.

3. Maj Gen Young Uttaranchal be nominated as a representative of the Moderators with 3 votes.

4. Tribhuvan who got 24 votes in the Election and stood 6th in the Election of Mahapanchayat be included in the Panch Pradhan to take the position emptied by Ms Pratibha Negiji.

5. This would mean 3+2=5 votes for Moderators and 3+5=8 votes for the elected representatives body.

The Election Commission of Young Uttaranchal wants to build a Elected Body which represents the Board members and to develop better coordination among the Administrator / Moderators and the Members.

We want that democracy flourishes with the guidance of the Administrators.

So this is the final proposition we are giving and request you to agree with it.

The Pradhan be elected by the members who were initially elected for the Mahapanchayat from amongst themselves.

The Pradhan be given 3 votes. So all the Panch's are request to propose names and elect one.

Good that was  positive response especially from the member of the Mahapanchayat.

As told earlier, the aim is better coordination and making the voice of members be heard to the Moderators.

However, Moderators and Administrators believe that they have less of powers and more of duties and responsbilities. Therefore they have called for equal participation in a process where future strategies for the Board would be formulated.

Election Commission of YU believe in balance of power but the principle of democracy dictates that the democratically elected people should have more say in governance.

Therefore, the Election Commission proposes that the Administrator ie. Young Uttaranchal be included in the Mahapanchayat at the level of Pradhan and be given the power of 3 votes.

Further, Gen. Beenu Kukreti be nominated as UP Pradhan in the Mahapanchayat. However, it is made clear that he won't contest the elections in case the Pradhan resigns. He would simply look after the work in abscene of the Pradhan.

He would have a voting power of 2 votes.

That makes the balance tilted towards democratically elected people.

Administrator (3) + UPPradhan(2) = 5 votes
Pradhan (3) + 5 Panchs (1 each) = 8 Votes.

If all Mahapanchayat members agree, we may go ahead with finding a Pradhan for us.

Administrator ke saath Up-pradhan? agar gen beenu ko Dy adminstrator kaha jaaye tau kaisa rahega?
Up-pradhan ki koi khaas zaroorat nahi hai..... Haan 5 panch apne mein se ek up-pradhan bhee chun sakte hein, uska 1 hee vote rahega..... Agar pradhan resign kar deta hai tau up-pradhan ko pradhan bana diya jaayega with 3 votes naturally.

Waise EC sar aap kaam bada achchha kar rahe ho, par yeh pradhan + 5 panch kahaan se aa gaye???  kya 6th position ke candidate ko bhee pradhan ki jagah panch banane pe vichha chal raha hai?
