Good that was positive response especially from the member of the Mahapanchayat.
As told earlier, the aim is better coordination and making the voice of members be heard to the Moderators.
However, Moderators and Administrators believe that they have less of powers and more of duties and responsbilities. Therefore they have called for equal participation in a process where future strategies for the Board would be formulated.
Election Commission of YU believe in balance of power but the principle of democracy dictates that the democratically elected people should have more say in governance.
Therefore, the Election Commission proposes that the Administrator ie. Young Uttaranchal be included in the Mahapanchayat at the level of Pradhan and be given the power of 3 votes.
Further, Gen. Beenu Kukreti be nominated as UP Pradhan in the Mahapanchayat. However, it is made clear that he won't contest the elections in case the Pradhan resigns. He would simply look after the work in abscene of the Pradhan.
He would have a voting power of 2 votes.
That makes the balance tilted towards democratically elected people.
Administrator (3) + UPPradhan(2) = 5 votes
Pradhan (3) + 5 Panchs (1 each) = 8 Votes.
If all Mahapanchayat members agree, we may go ahead with finding a Pradhan for us.
